TirK members of the Borough Council ou Wednesday evening got through more useful business than has hitherto resulted from very many meetings. Having at last found the waj's and means to commence much needed and long talked of improvements in the main thorough faro of AVcsfporf, they at once swept away all formal difficulties of routine in the way of speedy commencement of operations, and for this the public should be thankful. The " suspension of standing order No. 53 " sounds portentous, but in reality means little. Many weeks ago the plans aud specifications of the projected works were laid before the public, and tenders received based thereon, and thus any further circumlocution js unnecessary. The speedy completion of the work will be the greatest boon the Council can confer on the ratepayers: The appointment of an Inspector of JNuisanccs has been settled also, and satisfactorily. The one troublesome question still perplexing the Council, and standing again "deferred until the next meeting," is that of the "Pound," and if the Couueil will vouchsafe to take outside advice, we would suggest that they drop the idea of a pound altogether. A much more effective plan is followed elsewhere and might be adopted here. Tbo Inspector of Nuisances whenever ha sees stray cattle in the public thoroughfares at once takes note of the time, place, aud circumstance, aud then takes out a summons in tjm Ecsidenfc Magistrate's Court against the owners or refuted owners, and all fines inflicted in such cases BFQ handed over to the Borough Council. The 11.Iff: Court of course claims the customary fees of Court, the Inspector o'~ Nuisances probably gets a small commission on the fines, aa an induccmen . to j keep hiru vigilant, and the Borough I
Council derive a profit from every stray quadruped found at large within ' the .Municipal Boundaries. Avoiding all expense and all the responsibility of being at times mulcted in damages for unlawful impounding
