Sir, —Are you aware if Inspector Shallcross allows constables to carryloaded whips, when they are in uniform and on duty. There is a rumor afloat that a person named Nid, now in custody, is suffering ftcm injuries inflicted by blows from such a weapon, given by a guardian of the peace, and that he was struck behind the ear, on the elbow joint, and on many places about the neck and body. John Bull will not allow such treat, ment, and it ia time that he commenced to enquire if such rumors have any foundation in facts.—l am, &c, Union Jacj^.
