BOROUGH COUNCIL.
At the usual weekly meeting on the 19th instant, present, the Mayor, and Crs, Whyte, Munson, Blacklock, Sheahan, Suisted, Thorpe, and Organ, the following business was transacted : CORRESPONDENCE. A letter was received from Cr. Stitt explaining his non-attendance by reason of illness. From the Secretary of the W.V. Fire Brigade requesting monetary assistance from the corporation towards purchase of a fire-bell. Consideration deferred until next meeting. From Attorney-General giving an opinion re power of Local Board to levy rates within the Municipality, to the effect that he thought such power could not be exercised but that it would be advisable that the Local Revenues Act should be amended to exempt the Municipality from rating under its provisions.
From Provincial Secretary forwarding particulars of protections, &c, granted by Provincial Government for areas on the Coal Eeserve, and also enclosures of applications for the same. Telegram from Mr McCarthy asking if Council'could give him any information as to his application for site for a brewery. Reply thereto authorised that the Council had no present power to deal with such application. Letter from E. Roche applying for 4 chains river frontage for wharf for " Newcastle " coal companv. Eeceived and held over. GENERAL BUSINESS. The Sections Committee were authorised to deal with applications for new allotments. The valuation as submitted by Messrs Clark and Lloyd was adopted, as also the report of the Finance Committee. It was decided that the necessary notices of intention of Council to strike a rate of one shilling in the £ per annum should be published. Messrs Powell and Corr were authorised to inspect and audit accounts for term ending 14th November. Notification of valuation and date of appeal was authorised to be published. By-laws. Under the XIII Schedule of the Act, regulations were adopted having reference to the following matters:— 1. Porticoes, projections, «fec, to be not less than 9 feet clear from the ground at curb.—2. Driving horses and cattle through the streets. None to be landed from shipboard or driven through the streets except between 6 p.m. and 8 a.m. from April to September, and between 8 p.m. and 8 p.m. from October to March, inclusive. Nothing contained in such regulation to prevent the landing of cattle or horses at any time on the
beach below high water mark.—3. Combustible materials not to be used in construction or renewal of chimneys, smoke vents or stove pipes.—4. Chimneys to be hereafter constructed to have hearths 14 inches wide, and to be formed of incombustible material, and all chimneys to be not less than 9 inches from timber, and to be carried to a height of not less than t>vo feet above the ridge of building. 5, No teats to be erected except at a distance of forty feet clear from any other building.—6. No building for public amusement to be kept open after 12 at night nor before 8 in the morning • without special permission obtained.— 7. No inflammable material to be kept, except under cover, within one hundred feet of any building within the borough. The use of calico, canvass, tarpaulin, or thatch coverings not allowed.—B. No fires to be lighted in any public place or inhabited street, and in private places not within 20 feet of any building save in a properly constructed fire-place.—9 No building for storage of powder to be permitted within the Borough.—lo. No swine to be kept within the proclaimed limits of the Municipality.—ll. Nightsoil or other offensive matter to be only removed between 12 at night and 5 in the morning, and to be only deposited in the Buller river at ebb tide, aud as near the mouth as possible, avoiding eddies.
Further consideration of By-laws was adjourned. The account of the Attorney-General for £3 3s, legal fee, was passed for payment.
