O'Conor proposes to bring a bill in authorising Nelson to borrow on the provincial landed security the sum of £GO,oo(i> to complete the main trunk dray roads through the province, including Grip, Lyell, Westport, Charleston, Reefton and Greymouth. Nelson members concur.
[Anglo-Australian Press Telegraph Agency] WELLINGTON. August 21. In the House last night the committee on Licensing Bill resumed sitting. Clause nine specifying what license shall be granted was passed with an amendment by Rolleston " and such as may be provided for by any act or ordinance of the Provincial Council of the Province, and which the house for which such license is to be granted is sibuated." Clauses 10, 11, 12, and 13 providing forms in which wholesale and retail licenses shall be drawn out for houses having only a bar opening on to public street, and for packetlicense,were passed. Clause 14: Paragraph struck out fixing amount of fee to be charged for wholesale license.
Clauses 15, 16 : regarding notices of applications for licenses, and posting lists of same. Passed. Clause 17 : One of the new clauses providing Licensing Courts. Passed. After discussion clause 18, with seventeen subsections,fixing constitution of courts to number and mode, and election of members and other details evoked warm discussion. As framed it provides for the Court to be not more than seven or less than three. All excepting the presiding officer, who was to be magistrate of the district, to be elected by the inhabitants.
After a long discussion a motion by J. L. Gillies was carried on division of 17 to 13, removing the elective principle and making the Licensing Courts to be nominated by the Governor. Progress was then reported. Eegulations from the committee regarding the Governors Salary Bill were agreed to. The directors of the New Zealand Shipping Company have finally determined to attempt to raise wreck of the Rangitoto. Referring to the inquiry on the ship "William Tapscott, the Independent says: —The men were stripped naked and scrubbed with hickory brooms and sand and canvas until the blood came. The barque Havershatn went on the rocks, but was got oil' by the Wellington. 4.30 p.m. In the House, to-day, Mr Macandrew gave notice to move House into committee to consider placing on the supplementary estimates £ISOO for establishing communications between the East and West Coasts on the Middle Island, and also that import duties to be levied on goods from Victoria should cease when Victoria admits New Zealand goods free. In reply to Mr Tribe the Minister of Public Works said provision existed in the Greymouth and Railway contract for payment of workmen, in cash, fortnightly. In reply again to Mr Tribe, the Minister said if this provision had not been complied with the taking any steps to enforce it should be left to the discretion of the Government. In reply to Mr Murray the Minister of Public Works said the Government had received no communication regarding the reclamation of land near Moeraki Jetty. In reply to Mr Murray the Premier said Chief Justice Arney while acting as Governor, drew full salary as Chief Justice and Governor till the loth April, the date the Governor left England for the Colony, and full salary as Justice, and half as Governor from that time till the arrival of the Governor.
A bill to enable the Superintendent of Otago to construct a brunch line of railway from the Southern Trunk Railway to Green Island coalfield has been read the first time. REEETON. August 21. The Q-olden Eleece Comoany sent sent down IGOOozs, and the Wealth of Nations -iOOozs retorted gold to Greymouth this morning. The price of gold has been reduced by agreement amongst the banks from £3 18s to £3 16s. . DUNEDIN. The tailors have voted £3O to support the men on strike at Christchurch. The Masons have determined to support the directors in proceeding to declare the sale of the Masonic Hall illegal. Eivo thousand trout have been hatched at Young's ponds, Palmerston. The Shotover Company have suspended operations. A firo in Marshall and Copeland's brewery has caused damage to the extent of between £9OO and £IOOO. The proporty was insured for £SOO in the Australian Alliance. Flour, £l2 10s to £l3; wheat, scarce at 5s 6d.
