Municipal.—Female holders of property cannot vote. Clause 48, in prescribing the number of votes to which property own* rs shall be entitled, uses only the inanculine pronouns "he" and "his." "Bur<?ess" is not the feminine form of " burgher." A good dictionary authority defints burgess—''A citizen or freeman, hence bui-gess-ship. Burgher, an inhabitant of a borough, who enjoya the privilege of a place, henco burghership." Councillor is the more euphonious appellation.
