A. New York special London despatch says the " Times " of yesterday used the following language : —" The Treaty of Washington has become inoperative for the reason that it is not based upon a perfect understanding between the signatory parties. It is with the utmost reluctance that we contemplate the possibility that reference of this question to the Arbitration Court will come to nothing, and that tiiere will remain nothing of the expectation thus raised of a successful issue to the case. A satisfactory answer from Washington, excluding American claims for indirect damage cannot be anticipated. iVlisunderstiindrnsis which will thus be sufficiently established between the United States can have no sequel but the reference for arbitration.'' The meat consumption of the United Kingdom averages one-fifth of a-pound daily per head of the population ; the total consumption of 18ft) was 1,342,290 lbs, of which if per centum were imported from the Continent of Europe, chiefly .as live stock, and 4£ per cent, from Australia, as preserved meats. The consumption increases far more rapidly than the supply, and consequently a great rise-in the price of meat has taken place of late years. The German Reichstag have ordered the issue of six million gold coins of the value of 20 marks, which ia equal to a sovereign—the mark and the shilling being equivalent—and one million 10 mark pieces. A proposition was made by an admirer of Bismark to issue pieces like our florins, to be called Bismarks—his being the Latin for twice. Reflections should never be cast on a plain young lady for consulting her lookinglass; she at any rate faces her difficulties. Motto for a French exile—" Ab'sinthe makes the heart grow fonder."
The King of Briraah, according to report, has become proprietor of tie " Burmah Herald," and is negotiating for another Rangoon journal. Two rival belles met at a ball.
