Persons desirous of obtaining advances of money for the time specified shall make application in writ's g to the Warden of the District or too Agent duly appointed in that behalf' for the Province or District in whothe intended works are to be cons'tru- - ed, and such application shall state (1.) The names and description ■< of the applicants, or if tin y be a Company register, i under any Act of the General Assembly, then the registered particulars thereof. (2.) The names of the Engine r and Manager cf the enterprise. (3.) The general description < f the water race or races, ulani . reservoirs, or other wovu proposed to be constructed together with duly 'attested copies of tfie certificate or certificates of title to the water or ground; the quantity of water intended to be conveyed or stored; the length of the race or races ■ size of reservoirs or daou- : the maximum rate to be charged for the water ; the nature and extent of W-.c auriferous ground propost d to be supplied with water. (4.) The estimated cost of tho enterprise. (5.) The proposed capital. (G.) The interests, if any, affected by the diversion or storage of the water to be dealt with. (7.) The amount of money proposed to be borrowed, whir !i must not exceed one-third of the estimated cost ef tho construction of the works. 2. With the application the appi - cant shall forward to tho Warden or agent a receipt from the Receiver or Laud Revenue of the District for the amount of 2-J- per cent, upon the money proposed to be borrowed. 3. Immediately after any application sbafl have been finally decided upon, the deposit thereon will be repaid, except so much as may he retained under authority of the Minister for covering the cost of the inquiry made in accordance with the provisions ef tho Act. 4. The projectors of any enterprisi to which money may be advanced sba I . before the issue of any loan toUhtiu, give to the Minister a valid lien oi mortgage to cover the amount of loan over tho works and property propose: to be constructed ; and such lien or mortgage shall he registered in'the Warden's Court of tho district, am! shall be prepared at the expense of the projectors. 5. No money shall be paid toward the construction of any water race. dam, or reservoir unless the projectors ot the same, shall have duly registered themselves,, under the Mining Companies Limited Liability Act or thy Joint Stock Companies Act. G. The rate of interest to be paid bv the projectors of any enterprise com ing under these Regulations shall be? seven (7) pounds per centum per annum, payable quarterly from tin date of the advance. 7.
