The Government of Provinces Bill providing for the more economic management of Provincial Governments has been withdrawn, owing to the opposition it has encountered from Superintendents and other Provincial officers joined with that of members who were prepared to thwart it purely as a Government measure. The bill provided that, after the next general elections for the Provincial Councils, excepting in the Provinces of Ilawke's Bay, Marlborough, and Taranaki, the number of members in each Provincial Council shall be reduced to the same number of representatives that each Province has in the House ; and the electoral districts for the return of members to the Council shall be the same as those returning members to the House of Representatives. Whfn only a part, and not the whole, of an electoral district is contained within a Province, the number of members returned to the Provincial Council for such part shall be a number fixed by an Order in Council, not exceeding the number of members for the whole district to the House of Representatives. The electoral rolls in force for electoral districts for the House of Representatives to be electoral rails for Provincial Council elections. The bill, also, gave power to order fresh elections for Superintendents, -without the necessity of dissolving the Councils ; and, also, enabled Councils to be dissolved without rondering necessary a fresh election for Superintendents.
