Great political significance is attached to the meeting, which takes place to-day (says the " San Francisco Bulletin" of August 11th) at Wels, iD Upper Austria, between the Emperor William of Germany and his Imperial brother. From Wels, the two potentates are to proceed to Iscliel, a small town in Upper Austria, noted for its saline springs, where they are to spend several days in company, This meeting between the Emperors is, if we mistake not, the first that has occurred since the Prussian and Austrian armies engaged in their deadly strife at Sadowa. Various are the conjectures offered concerning this royal meeting. By some it is said that it is for a mutual understanding to exist between the German and Austrian Empires against any aggression by Russia, and to discuss the rumoured alliance between Russia and France. It is stated with some show of reason, that the meeting lias reference principally to Schleswig. Prussia is still bound to turn over again to Denmark the province of North Schleswig, if the native popnlation vote in favour of such a step. -Bismarck has repeatedly made advances to forego this provision, but it was always resolutely refused—Denmark insisting on the letter of the treaty being carried out. As Austria is a party to the same treaty, i' is believed that Bismarck is now endeavouring to obtain the consent o: Austria, that this province shall b< retained by Prussia, as part of th< empire, without carrying out this ob jectionable provision of the treaty. Thi good understanding already existing between the two empires, has led tqß a proposal to abolish the examination of passengers' baggage on the frontier® for which, if carried out, European continental travellers will render -vout thanks to Bismarck.
