. The Communist trial commences on the 31st August. The Municipal elections in Paris resulted in the return of 24 Conservative Republicans and six Moderates. In the National Assembly a discussion took place on a petition relative to the temporal power of the Pope. Thiers said he intended to avoid compromising the policy of the country ; bnt he would endeavor to cause the independence of the Pope to be respected.
After an exciting debate, the petitition was referred to the minister of foreign affairs. M. Favre consequently tendered his resignation, which M. Thiers ultimately accepted. While sitting on the budget commission M. Thiers proposed a duty of 20 per cent, on raw materials, which was adopted by the Assembly. It is
considered not improbablo that another proposal will be made to substitute an income tax, and a duty on salt for the proposed duty on textile fabrics and raw materials referred to in the budget. Committee on the army adopted a military law, rendering service obligatory from the ages of twenty to forty; soldiers in service having no right to vote.
The Berlin " Official Journal " announces that 474,000,000 francs of indemnity money had arrived from France.
The Emperor of Germany oedered the immediate evacuation of the department of the Seine et Marno.
It is asserted that ? Bismarck has promised to evacuate the environs of Paris on the 31st August. Switzerland is about to propose to the European Powers that all the rights and duties of neutrals be finally determined.
The Army Bill is to be brought forward in the House of Lords again for its second reading. Mr Cardwell, while replying to Colonel Enox, said the unrestricted sale of commissions would be allowed, and no vacancies would be filled up without purchase until the 31st October, but exchanges for money would be prohibited.
For the Goodwood Cup, Shannon, Favonius, and Mortimer were the first three.
Disturbances are reported as having occurred at Canton on the 25th July. A gunboat was sent up. Latest.despatches via Bombay to the Foreign Minister deny the famine plague in Persia. A project for the prolongation of M. Thiers' powers, with the title of President of the Bepublic, and with a responsible Ministry, will probably be presented to the National Assembly before August 10. The payment of one milliard of francs to Germany has been completed. Nothing important has transpired in Parliament during the month. Order is completely restored in Paris, but the Assembly has not yet returned. The city has resumed its ordinary aspect, save the ruins which tell of past struggles. The new French loan was an immense success. Initiatory payments have been made to the Germans, who regret not asking a larger indemnity. The Assembly has set aside the question of dynasty for a time. The passport system is revived in France.
"Wimbledon camp was opened on the 10th July, and will last a fortnight. A contingent of Belgians arrived on August 2nd, and were festively received. The camp will conclude with a grand review.
