In the National Assembly, Thiers declared the expenses of the'war tojbe about three milliards fratics. The budget for 1870-71 shows a deficiency of 2631 million francs. The new French loan of £100,000,000 sterling, at 5 per cent, interest, was more than doubly subscribed in one day, and is now quoted at 4<£ premium. Paris contributed 21 milliard francs, the provinces one milliard, and abroad one milliard. The Emperor of Germany has made Yon Boon a Count, and Moltke a Marshall. # The German troopß in "Prance are united under Manteufel. Brussels was illuminated on the occasion of the anniversary of the Pope's accession. The troops were in readiness owing to anticipated manifestations. The effective strength of the army is fixed at 80,000. The deficiency in finance amounts to 332,000,000 francs. The proposed issue of Treaeury bonds is increased, on the basis of a reduction in the church appropriations. The King and Queen are daily becoming more popular.
