A novelty in comic journalism is about being started in England. It is to be entitled "Black and White," and will represent both the Liberal and Conservative sides in politics, an editor for each being provided. Each party will have a cartoon, and; in short, the journal will be equally divided between the two. Prince Bismarck is to receive a Parliamentary grant of 1,000,000 thalers in recognition of his services to the country. Generals Moltke, Groeben, "Werder, and Pranseki will receive grants of 300,000 and 500,000 thalers each. The commanders of army corps will receive smaller appropriations from the Emperor's private exchequer. The bill of charges by the Midland Railway Company to Messrs Bass and Co., merely for the conveyance of beer during three months, recently amounted to £35,000. The astounding information is conveyed to us by a Burmese paper that a young white elephant, recently captured, " is being suckled by women, who are forced by the Mandalay authorities to perform this maternal office to the animal while their own children are given away to nurse." A Richmond, Ind., woman wants a divorce because " she hasn't seen her husband since he killed her father." A beggar called at a gentleman's door in Edinburgh one afternoon, and requested something to eat. The family had had vermicelli soup for dinner, a plate of which was offered. The old man, however, mistaking the vermicelli for " the other little white fellows," stirred it several times with his spoon, and looking imploringly in the lady's face, said, " I'm a puir auld man, and very thankfu' for onything ye'll gie me, but really, mem, I couldna eat rnaughs."
