London, April 21. Bank discount 2%; Consols, 93. Wool has improved, and operations are on a larger scale, in consequence of the resumption of trade in France. There is an average advance of a halfpenny to a penny upon February quotations. The Marquis and Marchioness of Lome have left on a continental tour. A Volunteer review was held at Brighton on April 6. The manosuvering was generally considered unsatisfactory, but the discipline of the men was good. LATE UNPUBLISHED TELEGRAMS. London, May 12. A treaty between France and Germany stipulates for the payment of half a milliard of francs in thirty days after the taking of Paris by the Versailles troops from the insurgents. A delay has been granted for the payment of the balance. The treaty also provides for the abrogation of former treaties of commerce. The bombardment on the ramparts of Paris continues vigorously. Anteuil and Parsy are suffering greatly. The business in wool is chiefly for arrivals. All descriptions are a penny to three half-pence higher than in February. Tallow is quiet and unchanged. The Anglo-American treaty provides for the appointment of five arbitrators for the sottlenient of the Alabama
claims; appointed by America, Brazil, Italy and Switzerland. The first sitting of the Alabama Arbitration Committee is fixed for May 25th. The arbitrators will meet at Geneva. The treaty is for ten years, and both parties undertake henceforth to prevent the recurrence of incidents like that of the Alabama. Obituary: Sir John Herschel. SPECIAL TELEGRAMS. Reuter to Gbevilie. Vebsailles, May 15. The Government troops occupied Fort Vauvres to-day, which was evacuated by the insurgents ; 50 guns and 8 mortars were captured.
