A grand review of the entire navy will take place in summer. The correspondence has been published, showing that Earl Granville interposed to reduce German demands for an indemnity. The Ministry were called on to explain the congratulations of the Royal Family to the German Emperor. The French troops are gradually returning home. The Austrian Government have prohibited a peace celebration, alleging the interests of neutrality, and denied that Russia prevented Austria from helping France. Despite denials, Mr Disraeli is confident of being able to produce the terms of secret treaty between Russia and Pn^sia. The misappropriation of money by a high official in the War Office had created a scandal. A report on emigration has been published, containing the replies of the colonial Governors to inquiries instituted by the Colonial Office. The tone is very discouraging to emigration on a large scale. Earl Granville has decided on a renewed investigation, respecting the Marathon murders. It is reported that the Turkish Government are about to constitue Sinope and Batonne first-class fortresses. Sumner has been dismissed from the Chairmanship of the Foreign Committee. Cameron succeeds him. Sumner insisted on obtaining Canada to satisfy the Alabama claims. Congress met on the 4th of March. The House of Representatives contains one hundred and thirty-one Republicans, and ninety-six Democrats. Pesident Grant received the Fenian exiles at the White House. Paris has been summoned to surrender by Marshal MacMahon, and a grand assault is imminent. The Germans are affording passive co-operation. Provisions are pcarce. Half a million persons have left Paris. The demolition of the Imperial column has been ordered. Assi is released, and the Archbishop of Paris is paroled.
