GERMANS IN THE RHINE AND BELGIAN PROVINCES.
The following figures show the number of Germans in the Rhine and Belgian Provinces:—
Whole 7,124,274 These myriads of Germans of Alsace (as appears from an article on Alsace and Loiraine in the "New York Tribune" of August 19) have been held under French rule for generations ; have teen discouraged from using their mother-tongue ; forbidden to learn or use it in schools ; and in a great majority of districts dismissed from school, after having received a
very indifferent instruction in French. While their countrymen and neighbors just over the lihine, under German rule, have had secured to them by a.benign Government a good commonplace education up to the age of fourteen or fifteen years.
