BRIEF SUMMARY.
London, October 3. Peace negotiations by Neutral Powers were broken off in the middle of September, by Prussia declining their intervention. Paris is completely invested. All communication is cut off, and the opening of the siege is hourly expected. The Parisians are determined to fight to the last.
