OPENING OF THE BRITISH PARLIAMENT.
THE QUEEN'S SPEECH,
An Atlantic cable telegram states tat on the 10th August the Queen slivered her speech to Parliament om the throne, as follows; —" My ords and Gentlemen.—"We continue I receive the good-will and fellowship f the foreign powers. "We have Bed our best exertions to avert the ar between Prance and Prussia, and e shall direct our attention to a strict pservance of neutrality, and endeavor to check the operation of causes which night tend to enlarge the area of the pnflict. We will contribute, if opprtunity occurs, to restore an early md honorable peace. We have tendered to the belligerents treaties klculated to give security to Belgium. fie belligerents have since signed the reaties, and the other powers have ieen invited to accede to the arrangeaent."
