PROCEEDINGS IN THE HOUSE

(BY ELECTRIC TELEQBAPH.)

(FROM OUR OWN COKRESPOKDENT.) Wellington, Thursday. The Financial proposals of Government, in a modified form, were carried triumphantly last night, after an exhaustive and lively reply by Mr Vogel, extending over four hours. The modifications made by Government were as follows : The amount of money to be borrowed to be four millions instead of six, including the million now being- negotiated ; one million to be set aside for immigration and two millions for railways, apart from railways upon the cost of which the interest would be guaranteed; the amount proposed to be set aside for purchase of land in the North Island is to be reduced to £IOO,OOO, and the balance of the sum originally proposed is to be added to the £200,000 for Goldfielda' Water Supply. This last item has been increased in defeieuce to the representations of Mr Kynnersley and other goldfields' members. The proposed new duties are to form a separate question independent of the above scheme, and remain open for consideration. The Government will vote for their becoming law, believing, if not carried this session, that they will be carried next year. The railways are to be undertaken not according to the original schedule, but, according to further information gained, as to local requirements. Effort should beiinade in the Buller District to represent the pre-eminent claims of a line to Mount Rochfort.
