FRANKLYN'S EIGHT TO SIT DISPUTED. GOVERNMENT DEFEATED ON UNAUTHORISED EXPENDITURE. PURCHASE OF OROWAITI BRIDGE. ANOTHER MOTION OF WANT OF CONFIDENCE. (.87 ELEGTRIO TELEGRAPH.) (FROM OUR OWN CORRESPONDENT.) Nelson, May 13. Business of the Provincial Council has been interrupted by a dispute having arisen about Mr Franklyn's right to sit. On the motion of Mr Donne a telegram has been produced by the Government showing Franklyn's design to let Mr Kynnersley in, and afterwards withdrawing his resignation. It is contended that the Superintendent could not permit withdrawal, and that the seat is consequently vacant. An exciting discussion has taken place on the subject and business stopped till the opinion of the AttorneyGeneral is obtained. Government defeated on unauthorised expenditure. Item, Dent's salary, Brunner Coal Mine. Motion carried authorising the Government purchase of the Orowaiti Bridge. Another want of confidence motion probably.

To thoroughly test the Moonlight Reefs, 1 cwt. of tailings has been brought down to be sent to Melbourne. A trial washing of some of it was made here to-day, and one of the Banks gave it at the rate of 3 ounces to the ton. Another washing in presence of the public will bo held to-day, tho result of which will send telegram. A public meeting is intended to be held here to-morrow evening to take steps to petition the General Government to appoint a Commission to enquire into the distribution of the County Revenue, and to grant this district such relief as may be deemed necessary.
