NELSON PROVINCIAL COUNCIL.
DEBATE ON NO CONFIDENCE MOTION. MR FRANKLYN A PARTISAN OF THE CURTIS GOVERNMENT. (BY ELEOTRIG TELEGRAPH.) (from our owx correspondent.) Nelson, Wednesday. In Council, last night, Mr Luckie's motion of No Confidence in the present Government was warmly debated. Mr "Baigent seconded the motion. The Provincial Secretary replied. Messrs Gibbs, O'Conor, Kelling, and Donne supported the motion. Mr O'Conor spoke remarkably well. Mr Franklyn defended the Government, and attacked the West Coast members in a most violent speech. He was three times called to order by the Speaker, and told his language was disgraceful and discreditable to himself and the Council He accused Mr Luckie of audacious mendacity, and other West Coast members of being animated by a desire to secure the loaves and fishes. His language and conduct was so extraordinary that other West Coast members have unanimously resolved to refuse to recognise him publicly or privately. Mr Shephard and Mr Reid were to follow in debate, but Mr M'Mahon moved the previous question. Division was a tie, and by the Speaker's vote the original motion was shelved. Had the motion been put it would probable have been carried by a majority of ten to eight. Wellington. Walter Tricker, under life sentence in Wellington Gaol for the murder of Rayner, has received a free pardon and is to be liberated to-day.
