London, July Bth, Sir Robert Napier arrived in London on July 2nd. Both Houses of Parliament tendered him a vote of thanks unanimously, and the Common Council of the City of London presented him with a purse of 200 guineas and the freedom of the city. General Napier was at "Windsor Castle on the 3rd, the guest of Queen Victoria. On the sth inst. Lord Strathden, in the House of Lords, presented a petition from the people of Nova Scotia, praying Parliament to allow them to leave the new North American Confede ation. John Bright arrived in Ireland, and was enthusiastically received. Samuel Lover, the Irish novelist and poet, died on the Bth instant, at an advanced age. The new Reform Franchise Boundary Bill was passed in Committee. Sir Morton Peto has passed through the Court of Bankruptcy, and was discharged. In the House of Lords on the 7th instant, English Reform Registration Boundary Bill, and Scotch Reform Bill were read for the third time, and Irish Reform Bill was passed iu Committee. Despatches from Madrid indicate renewal of serious political disturbances in Spain. A movement had been preconcerted having for its object the placing of Don Antonio, the Duke de Montpensier, at the head of the Government. The Duke has beeu requested to leave the country. Additional arrests continue to be made in all parts of Spain. GERMANY. Mr George Bancroft, the American Minister to Berlin, has had an interview with the King of Wurtemburgh, and presented his credentials. The United States Government is ready to ratify naturalization treaty with United States. GREECE. Mr Tuckerman, the newly appointed Minister of United State 3 to Greecehad arrived in that city and presented his credentials. AMERICA. July 9th. The national day was celebrated as usual. St. John's Episcopal Church in Buffalo, New York State, was burned on the night of the 4th by the explosion of a sky rocket in the steeple. The new Legislatures of Georgia, Louisiana, and South Carolina have completed their organization. Both Houses of the Lousiana Assembly have ratified the 14th amendment of the Georgiau Legislature. The Senate had a Radical, the House a Democratic majority.
Charles Adams, late Minister to England, arrived in this city last night by the steamer China. In the House of Representatives n 7th, Thad. Stevens presented additional articles of impeachment against the President, charging him with abuse of patronage of his office, erecting State Grovemment in conquered territories, restoring forfeited property and other crimes. Mr Stevens made a long speech in support of them, a id then at his suggestion they were postponed for a fortnight. Mr Williams, of Pennsylvania also presented additional articles The case of the United States v Barman Bros., builders of confederation ironclads came on July Ist. Berryer opened for the United States, the Advocate General will reply on the Bth.
