CIVILITY COSTS NOTHING.
To the Editor of the Westport Times and Charleston Argus-.
Stß, —At a time when official incapacity is being canvassed and denounced, it might not be out of place to refer to the uncivil, abrupt, and snobbish manner in which unfortunate applicants for summonses or other necessary legal documents are treated by the subordinate officials in the Commi* sioner's and Police Magistrate's offices here. The public are charged high rates (in the way of a scale of charges) for any work or labor received at the hands of the Government; and it is but fair, looking at it in a purely commercial sense, that those who carry out the Government details should be instructed to answer necessary questions without incivility, and as men and scholars should not allow their position to preclude them from being courteous to those who are so to them. Whilst not wishing to particularise any individuals who have been, and still are wanting in civility ond courteousness, I must bear my humble testimony to the extreme kindness and courtesy I have ever received from the chiefs of departments (from the Commissioner downwards), when I have had occasion to ask them questions or to transact business with them personally.
