The Scotch Keform Bill, giving only five new members, is unpopular In Scotland.

Solicitor General elected for Hol.ston. Beresford Hope defeated Cleasby in election for University of Cambridge. General M'Clennan is to replace Adams as American Minister.

Habeas Corpus Act to bo suspended in Ireland twelve months longer.

Sir C. J. Selwyn, Q. C, M. P., succeeded to Lord Justiceship, vacated by Sir J. Bolt. Frightful collision has taken place oil the North British Railway on the 27th February ; three men killed. Trial to proceed. Objection to be raised to Republican Senators who have expressed opinion as to Johnson's conduct being jurors, and will object that senators from 27 States do not constitute Senate of United States, and that until ten Southern States have representatives in House and Senate ; latter cannot take up a vital question impeaching the highest officer of government. This failing, will refuse to stand trial and tender resignation, hoping appeal to people will sustain him and pass judgment against Senate at ballot box.

Many senators believe articles of impeachment present no grounds for conviction.

An arrangement has been effected between the Anglo-American and At--1 antic Telegraph Companies, which will remove all the differences which have hampered the management of the Atlantic cable affairs. Details transpired. Pabis, March 10th.

Forthcoming Ministerial Budget will press for payment of principal and interest on Franco-Mexican bonds.

The Emperor Napoleon will pay a visit to St. Petersburgh. The Ministerial budget for the ensuing fiscal year ending in 1869, was laid before the Corps' Legislatif. The following are the totals of receipts and expenditures as estimated by the Minister of Finance : —Receipts from ordinary sources, 1,699,009,000 francs. Receipts from extraordinary sources, 33,000,000 francs; total estimated receipts, 1,920,000,000 francs. Expenditure (ordinary), 1,627,000,000 francs; expenditure (extraordinary), 1,811,000,000 francs.
