MR. COWEN'S COMPLAINT.

(To the Editor of the Westport Timse and Charleston Argus.) Sir, —Seeing a letter in your paper signed " Joseph Cowen," abusing the conduct of the Postmaster at Charleston, I think it only fair to fie latter to state the facts: I was present at the time, and can say that instead of the Postmaster being engaged in his private business, as stated by your correspondent, he was occupied in postoffice business connected with an inquiry I was making. In replying to the impatient applications of the man, whom I take to have been Mr Cowen ;. the Postmaster, in my hearing, civilly enough told him "to wait a few minutes, as he was engaged in business." I am, &c, Wm. DAVIB. Charleston, Feb. 15.
