LORD ROSEBERY'S OPINION.

Lord Rosebery has issued a manifesto in which he says that the Armenian situation calls for vengeance. Lord Salisbury's want of success in grappling with the question was due doubtless to unknown obstacles, and perhaps to the fear of an outbreak of a great European
war, The Standard Lints at a Russo, Turkish treaty.
