From Our Own Correspondent. Carterton 1 , Tuesday. The newly-elected Borough Council hcltUhoii' first meetinc; yesterday afternoon, On the wholo the meeting passed olf iu an orderly manner, but His Worship the Mayor did not ' attempt to enforco therules of debate and the result was the discussion lapsed into a conversational character and the meeting dragged out for three hours whoreas a wellordered meeting would have got through the business in less thanono third of the timo. Before the busi- ( ness began the Mayor addressod a few words to the Council expressing the hope that they would work together iu a gentlemanly way and in their discussions liavo consideration for each others feelings. Tho overdraft at date was stated at £223 17s 7(1, with rates uncollected amounting to £l5B 5s sd, and other , monies to come in £l3 ss. Cr A. Armstrong moved and Or t J. Applin seconded that in futuA the meetings of tho Council bo tered from 2 p.m. to 7.30 p.m. twenty minutes had been spent in a discussion.the motion was rejected, Cr G. A. Fairbrother being tho only other Councillor who voted in its + favor.
The next proposal was tlmt a Finance Committee be appointed, composed of Crs Fairbrothor, Moore and the mover (Cr Armstrong). This, aftor full discussion, was lost, Crs Fairbrother, Armstrong aud Applin only voting for it. A motion was made by Cr Fairbrother, that Crs Stevens, Mooro and Allen bo a Committee to report at the next meeting, on wlmt monies were | available, and in what way a curtail* mentin tho future management could bo made. The mover said it was out of all proportion thatthe administration should figure up to £l7O, with a total revenue of £450.
The Town Clerk explained that under that head was placed many items that other Boroughs would include in works, etc. Crs J. Udy, Fairbrother and Applin were appointed a Works Committee, and Crs Fairbrotidfc Stevens and tho Mayor a CommittisK to arrange for tho widening of 80l- 1 vedoro Road, and Crs Stevens and Mooro wero appointed to sign cheques, Cr Armstrong gavo notice of motion for next meeting, " That the resolution of last meeting, rejecting tho applications of Messrs Applin, Deller, and Armstrong, Bambury and Wakelin, to have their names inserted on tho Burgess 8011, be rescinded."
Cr Fairbrother gays notices of motion:—(1). That on one half of vfile present indebtedness on the , Manual Fivo Engine, being paid, tbe Council pay tho balance of the indebtedness, about £IOO, and take over tho plant. (2). That the resolution passed at tbe Council meeting in August, generally approving of the principles of the proposed Local Government Bill, be rescinded. Tha Works Committee were requested to report on providitpi wells in tbe centre of the town uB use in checking the spread of firesT^ Accounts amounting to about XSO ' were passed for payment, and the meeting closed.
