THE INTRIGUES OF RUSSIA.
Received November 4, 7.10 p.m. Sydney, November 4. A Japaneso paper received here by mail, commonting on the Russian intrigue in China, says that over flince last autumn transports havo beon coming from the Black Sea laden with troops. None of theso soldiers ovor go back; and allowing a steamer each fortnight, and a thousanu soldiers each ship, a formidable I army is being thrown into Eastern) Siberia,
This massing of troops and warships, says the paper, has a deep significance. These ships and mon are not to bo directed against Japan unless Japan invites them. Russia's aim is less to intimidate Japon than to prepare for an intonded occupancy of the territory which is necessary for the completion of her railway. The paper adds, however, that Japan has opened the oyster, and Rusßia will not be content with the shell.
