Reeves moved the second , rending of the Stamp Act AinondBill, which he explained was fintirely ono of Dopartmontal detail. Tho socond rending was carried by 31 to 23. The Hon. Mr Soddon movod the second reading of the Ministers Salaries and Allowance Act Amendment Bill. He said the increased work whioh was now cast upon Ministors, made it imperative that thoro should be an additional Ministtr if work of the Colony was to be properly carried out. The Railway Administration required the exclusive attention of one Minister, and that was principally tlio reason this Bill had been brought in. With tlio large interests at stako, it was absolutely necessary ono Minister should give his whole time to the Administration of tho Railway Department, and tho extra cost entailod was a mere fraction. Otlior Ministers Wore overworked, particularly tliei Minister of Lands, and ho should bo relieved of some of his duties. The work of Ministors was growing, and oircumstances indisputably called Jk for an additional Minister. As matters wero at present, it was perfect slavery, Captain Russell expressed his highest admiration for the power of woik possessed by tho Premier, but thought Ministers need not be overworked if they arranged their work properly. Horocognised that Ministers were, to groat extent, overworked, especially the Promier, but much of the work they did was not n&cessory. Ministors now-a-days woro merely political machines instead of administrators, and they chased oach other all over tho Colony in a most extraordinary way, and thus allowed their work in Wellington to largely accumulate, He questioned whether it was wise in a House of soveuty-four members to increase the present number of Ministers. He feared that to do so Would tend to increase their autocratic powers. The Hon, Mr Ward defended the amounts incurred by Ministers in travelling expanses, and said a correct return of all these had beon laid en #the table during tho session. Suroly the country did not expect that' Ministers in carrying out the admin- j istration of tho Colony, should bo' worked to death. The debato was adjournod till tho afternoon. Mr Reeves brought up tho report of tho Conference on the Shops and Shop Assistants' Bill, which was to effect a compromise, and could not bo arrived ut. The Minister explained that tho Council managers would not givo way on any single fraction or point, but he thought thero was a possibility of a compromise if there was another Conference, He therefore movod that another Conference be asked for, and that Messrs Reeves, Tanner, Piraui, and Thos. McKenzio, 1 bo appointed managers to represent 1 , the Home. i This was agreed to and tho House ] rose at 1.10 pm. i On rosnming at 2.30, after further ' debate on the Ministers Salaries 1 Bill, the Premier replied to the ' passod on the Bill, stating f JP'n answer to questions raised, that ' > it was not intended that Mr Carroll i should bo removed from his present s position to tho now portfolio it was > proposed to oreato.
