QUARANTINE.
Sydney, October 23. The Cuzco has arrived and been quarantined. The Board of Health severely condemn the Molbourno authorities for allowing her to resume her voyage with a case of small pox amongst a large number of healthy passengers, thus offoriug facilities for the spread of the diseaso. Tbo Cuzco'b case is regarded as another proof of the necessity of a federal quarantine.
