TURKISH REFORMS.
Constamixoi'u:, October 3. The Porte has issued a note decreeing reforms throughout the Empire, beginning at Anatolia. Trouble is feared in the city, owing to the Moslems being incensed at the preference given to Christians. The Armenians are re-opening their shops. The Russian fleet has arrived at the month of the Bosphoioiis. Tho situation in Damascus is a serious one.
