Wairarapa Daily Times. [Established 1874.] THURSDAY, OCTOBER 17, 1895. THE JUSTICE OF THE PEACE.
• 1 . Next to the moa, tlio Justice of the Pence is probably the most curious biological specimen to bo found in , New Zealand. Our Wellington cor- ' respondent, in another column, gives usatownspecimcn-a mm oris. We are accustomed more to the country examples, and these, taken as a ■ whole,. are very interesting. The eccentric J.P., though he has of late increased and multiplied exceedingly, was to be found even in old times. Wo remember, many years ago, a good old liberal Justice, who, whon he was called upon to punish a comely damsel for stealing boots, said: "Sarah, you didn't mean to do it!" and whon the damsel frankly admitted that she had meant stealing tho boots, remarked: " don't do it again; ease dismissed!" It is not many years ago that a Masterton J.P. might have been'found dispensing justice in his shirt sleeves, seated on a log in tho middle of a paddock. Perhaps the most an. happyspeoiinensarenewly-appointed J.P.'s who know nothing of the law and aro entirely ignorantof its forms. These (ire wont to cling to a friendly constable liko achild to a nurse, and if he happens to turn his back on them for a moment they get exceedingly nervous and aro frightened. There are also rash J.P.'s, who, in blissful ignorance, will do any mortal thing. We haye seen an unsigned document, the presumed signature to which was sworn to by a couplo of J.P.'s who probably wero quite unaware that they had oarned twelvo months hard labour by a false declaration. Thero are J.P.'s, too, horny-banded tradesmen, who, when culled upon to witness a document, expect the public to shout drinks for them. These sign when the spirit moves them! Occasionally this liquid refreshment has been compounded by the tender and acceptance of a humble shilling, though it is said that ere now as much as a guinea has been paid to stimulate a reluctant, justice. We haye also hoard of Justices who considered cheating at cards to ho a fair thing for men in their position; and the other day at Woodville a certain J.P, was publicly denounced as a thief, Is i here n'p way of protecting the public from unqualified aud undesiniblo J.P.'s? ThereJs.one which in old tinW iised to be very efficacious, aiii v/hich would at tl]o present day repipye tho reproach frp : tho brigade of Justices, In fornior . times no Justice of the Peace was i appointed without a referenco to the ' Resident Magistrate of the district in which be resided, The responsibility of the fitness of the candidate ! - then as now. there were candidates ■ and political candidates for the posi- ' {.jon—rested with the Resident. ! Magistrate, and praotioally there wei'6 no bad appointments, If only i in the present day the Ministry had i the honesty and the patriotism to 1 submit the names of persons vecom- ' mended by their political supporters ( to the Stipendiary Magistrates" of 1 Sew Zealand!'the Colony would be ■ Spared some shame and disgrace, ■ It does not matter how big a fool a 8 man may be, how ignorant an ass, jj he is now-a-days appointed a Justice t of the Peace without a word of r mquiry as to his fitness or nntyness, ! In this pitpv Ministers'h,aye dealt ' falsely and' treacherously'. 1 by the \ Colony. For the sake of political support tbby. have sold its good [ jWfae, ' ' ''' ' I

In auswer to Captain Kusscll, the Premier yesterday stated that he had read in the papers that the Government was keeping back the business of the country on account of an agreement being arranged between the banks (Bank of New Zealaad and the Colonial Bank). The previous year's aggregate was 399. It might bo mentioned that despite tho increased work thrown upon them, the staff are' exercising very creditable dispatch in the execution of their various duties, particularly _ so in the department of process-serving, which seems to be in very capable hands. The Melbourne community, says the correspondent of the Okp Daily Times, has got the bicyclo craze. The fact that Lady Brasscy strides the wheel has made it tho fashion among the fair sex. A bicycle dealer told me the other day that if ho had a gross of ladies' bicycles ho could hire them all out to learncas, The Cycling School in tho Hotunda in Bourke street is doing a roaring business. .Thew is talk of a procession of lady cyclists, headed by Lady Holled Smith (a well-furnished lady who is assiduously practising), to meet and welcome the new Governor's lady.
