A NEW FACTORIES BILL IN VICTORIA
' STRINGENT PROVISIONS RE- ' LATINO TO THE CHINESE. Received, September 2i, 7.10 p.m. Melbourne, September 24. A Bill to amend the Factories Act lias been dratted, and its provisions aro basod on tho recommendations of the Pactorieß Enquiry Board. It is proposed to prohibit the Chinese from working before 7.30 o'clock in the morning and after 5 o'clock at night, on week days, and 2 p.m. on Saturdays. Sundayjk work is to bo totally disallowed, A Stringent provisions are made to prevent Chinose from hording together in houses or factories. The measure provides that all Chinese manufactured goods shall ■ bear the mark of the manufacturer.
