The House met at 10, when the Banking Bill returned from the Legislative Council with the amendments, Dr'Nowiuan asked whether the Council had the right to amend a money Bill. The Speaker said the House was not in tho habit of insisting on tho observance of this custom except in cases of tho amendment of money clauses.

Mr Seddon said the only clause lie should call the Speaker's attention to, was that where tho Council had raised the salaries of the Realisation Board from £|oo to £ISOO. The Speaker said that the clause was a distinct appropriation by the Houso and ought not to have been interfered with by the Council. It was with extreme rogrefc that he observed that of late frequent attempts had been made by the Council to interfere with the privileges of tin's chamber. All the students of constitutional history knew that the House of Lords in England never interfered in this way with the Gommons, and he regretted that it was attempted here. This ameudmpnt was not a very material ono. and as this was a very import., ant Bill, it would be for the House to say whether it wonld in this case insist on its privileges, As the Bill was ono of such importanoo it would be a pity ho thought, to lay it aside for such an amendment, but ho must emphatically say that it was a distinct interference with the privileges of his branch of the legislature. j

On tlio motion of Mr Ward the various technical amendments were agroed to.
