Tnii new Bill does not give loeul bodies financial independence.
w r _ They still remain the pensioners of the General Government, th» recipients of a capitation, which may bo increased if they are good and cut down if they aro naughty. They should be placed on an honest footing. Instead of capitation, they ought to receive the laud tax. In the one instance they are at the mercy of the Government, and in . the other they would occupy an independent and honourable position. On the other hand the pernicious and immoral licensing revenue, on which local bodies now make roads,, ought to be taken from them and applied to the consolidated revenue . as a contribution towards the cost of , police.
