THE LOCAL GOVERNMENT BILL.
By Telcqrapk—Omi Correspondent. WEHiix'fiTOX, Thursday. The Local Government Bill has just been distributed, but as yet copies for sending away are unobtainable. Copies of the Bill, however, are being despatched to the Local Bodies. Palmerstqn N,, Napier, Thames, Wanganui, Lyttelton, Tim'arn, Invorcargill, with the four cities, are constituted Boroughs under the Act. Any part of the colony comprising not more than nine nor less than three square miles, and having no points distant more than six miles from one another and haviuga population of not less than 4000, may be constituted a borough, Any part of a county of similar area with a population of not less than 2000 may be declared a Borough district. ABorough District shall constitute a separate riding of the County within such district. The County Council may make levy and'enforce any rates or By-lawr, and tegulutions applicable to Borough Councils. The duties imposed upon Borough Councils with respect to Boroughs, shall be performed by County Councils.
All the provisions relating to Boroughs shall apply to Borough Districts, the words " County Council " being deemed substituted for Borough Council. Provision is made for altering the boundaries of districts, on petition of ouo fourth of the electors of the area affected.
