QUEEN VICTORIA'S OPINION ON SMOKING. Queen Victoria and the Earl ol Eosebery mo both of the opinion that smoking is most deoidedly healthy loathe Treasury. The duly on tobacco brought in ovor 10 millions to the English Government last year. It may bo taken lot granted that Frossard'a Cavour contributed largely towards this sum.—Adtt,
