In tlio House of Lords the Mni-quis of Salisbury said the Sultan of Turkey would make a calamitous mistake if ho preserved nominal independence with regard to Armenia and rejected the advice of Powers, as France and Russia had expressed an earnest desire to co-operate with Great Britian in enforcing reforms. *
