London, August IG. Some foreigners employed the Fiction Press Printing Company, of London, to lithograph a weekly paper in the Turkish language, the contents of which tho police discovered were an incitement to Socialists abroad to blow up the British Parliament, and it was stated that sixteen men were coming to London for the purpose. The printers wero ignorant of the contents of the paper,
