COUNTY COUNCILS' CONFERENCE.

The following motions were carried yesterday afternoonOn tlfefl motion of Mr Monkhouso: "Tlu« valuations for rating purposes shoula be made by. Government, to secure uniformity in the standard of valuations, as inequalities between local valuations are now causing serious injustice where several districts have to contribute a common rate for harbour, hospital and charitablo aid and similar purposes." Moved by Mr Von Redcn "That the Conference should urgoupon the Government the desirability of County Councils keeping records of all loans raised within their respective counties, and for this purpose making it obligatory for all Road Boards to furnish full particulars of all loans heretofore or hereafter to be raised in their districts, showing the nature of the proposed work, the amount raised, the description and valuation of the proposed rating area, any other security pledged, the amount of special rate in tho pound, and the dates of raising and expiry of the loan." "That tho following proviso added to clause 2 (a) of section 13X of tho Public Works Act, 1894 * provided that such regulations may, at the option of tho local body making the same, apply only to certain classes of such vehicles." " That power should be givou to local bodies to prohibit tho planting of evergreen tioes within a specified distance from the northern and western boundaries of road reserves." "That special powers be created to onablo local bodies to deal with the nuisances arising from the plantation of willows and other aqueous plants on the banks of creeks and on private properties," " That power should be given to local bodies to enter, in case of emergency only, upon eithor cultivated or fenced lands adjacent to a road, and make and use a temporary road thereon whilst the road is being constructed or repaired." The motion was seconded by Mr Logan, at whose suggestion a compensation clauso was added, and tho resolution as amended was carried. Moved by Mr W. Monkhood "That the following provision,.®! added to the Government Loans t*iLocal Bodies Act, viz.lf it be found impracticable or inadvisable, from unforseen physical difficulties or other cau6e,to complete the public works for which any loan has been obtained, and that hence all the money lent is not required for the purpose for lvhioh it was borrowed, thou such part as is not so required shall be repaid to tho Treasurer, and the Treasurer shall return to the local authority debentures to a corresponding amount." Moved by Mr Grimmond " That theAssociationstronglyrecommendß, failing a provision to that effect in the proposed Local Government Bill, tho rating of Crown lauds in the form and manner proposed in tho Rating of Crown Lands Bill of last session of Parliament. And that in the event of the proposed Local Government Bill not being carried into law the Government be urged to enact the measure proposed to and withdrawn from last session* Parliament,"
Moved by Mr McNnb:" That tlio law relating to hawkers requires nruonding in such a manner so as to proYont iiawkcrs who do not contribute towards a country's rovenuo from competing with local traders." Moved by Mr Monkhoiise an addition to clause 51, providing that tbs number of cattle slaughtered by farmers shall not exceed 20 small or eight great cattle per week, and that 1 a record of the same bo kept At 510 p.m. the Conference adjourned until 10 o'clock this morning,
