Mr Blackhead, the Railway Commissioner, in tho course of a spe;ch> said the cost of running three thousand miles of the Victorian Railways to-day, was oxactly the sarao as irli two thousand miles were running, Tho revenue was about tho same, and the deficit about equalled the interest on tho cost of construction of this extra thousand miles, If tho loans could be converted into throo per cents, at a reasonable rate, there would be no deficit.
