The return presented to Parliament dealing with non-paying rail, t ways shows that on thirty-one linos the lovenne is msuflicieut to cover the working expenses, leaving interest on cost of construction totally unprovided for. Fourteen lines show a small profit over the mortgage expenses, but insufficient ts cover the interest. The total loss on tho 'iti lines last year was £200,000,
