MASTERTON BOROUGH COUNCIL.
ORDINARY MEETING.
The regular fortnightly meeting of (J the Masterton Borough Council was ' held last evening. Present: His Worship the Mayor and Crs Yates, Hornblow, Hessey, Cullen, Feist, Chamberlain, Perry and Wagg. inxum. The minutes of last meeting were read and confirmed, MUNICIPAL CONFEUBXCR. Tho Clork to tho Municipal Association wrote notifying the Council that a conference will be held this month, The Mayonvns appointed to represent the Council at the conference. TIIK OAS TASK. Messrs Norbury and Trevor wrote complaining of deductions made by tho Engineer in their contract price, The letter was referred to the Gas Committee to report on at next mooting. RIGHT-OF-WAY. MrW.G. Beard wrote asking the Council's assent to a right-of-way next to Mr R. F. Temple's simp. The Clerk said the Council bad previously given consent to this 1 right-of-way. MIKGKSS lIOI.Ii. Ellen Prentice, Geo. J. Gray, and W. Wliitt, made application to have their names placed on the Burgess Roll. Tho applications were granted. WAiroUA UlilDfiK. The Clerk to the Wnirarapa North County Council, wrote asking full particulars of the Borough Council's claim for repairs to the Waipoua Biidge. On the rnoi ion of the Mayor, the Town Clerk was instructed to furnish full particulars. AUDIT. A claim for £ll3s 4d for auditing the Borough accounts, for the past half-year was passed for payment. ROAD -METAL. A. W. Renall wrote giving the Council authority to remove stones broken on his land, It was resolved to seud a letter of thanks to Mr Renall. LOAX I'OLI.S. From the Woodville Borough Council, asking the Council to endorse the following resolution : That with a view to enabling municipal bodies to undertake works which may bo deemed necessary to tho welfare of the resident burgesses, this Council considers it desirable that the law should be amended in the direction of permitting loan polls to bo decided on a threc-lifths majority of the votes recorded, and tho absentee votes should not, as at present, be reckoned as voting against such proposals." The Mayor moved iliat the letter be laid on the table. Cr Hornblow moved as an amendment that the Council support tho
resolution. Cr Cullen seconded the amendment. Cr Perry said he thought if an abseutce felt interested in voting for a loan he would make it his business *0 to attend the poll. ' Cr Cullen said the trouble was that a man by not voting at all really voted against a loan. Cr Feist said the matter would be dealt with at the Municipal Conference. The Mayor thought it would bo, putting a tax on a mail to compel him to travel about to vote against every loan proposal. He was not in favor of making borrowingany easier than at present. Cr llessey supported tho amendin ont. Cr Hornblow said the present arrangement was all in favor of the capitalist. The amendment was lost, Crs Hornblow, Hessey,Waggand Cullen voting for it and the motion that tho letter be laid on tho tablo was carried. KEPORT. Tho Works and Finance Committee's report was read. The Mayor in movingthe adoption of the report, said the Committee / had found "that tho building regula|jl tions had been systematically t evaded, and for this reason it was •deemed advisable to dispense with the services of tho present Building Surveyor. Cr Cullen thought they could not do better than appoint Mr W. Betty. He was quite capable of attending to all the Council required, and with this ond in view ho would move that the portion of the report recommending " That applications for the position be invited," be expunged. This course was adopted and the report carried. Cr Cullen then moved that Mr Betty be appointed Borough Overseer of Buildings, It would be ail economical step, as lie thought Mr Betty could attend to tho duties 'in addition to his present work. The Mayor thought this would be a step in the right direction. Cr Hornblow said that without wishing to throw cold water on the matter, he was of opinion that the Borough staff had enough to do to look after the streets and roads piojpertyrcithout the Overseer running aluflAspecting buildings. and Dr. Beard had also to be dealt with, and Mr Woodrooffo lmd really mado no offer, Cr Feist said if Air Woodrooffo's wero tho only obstacle, he would support Cr Hornblow's motion, but ns matters stood it would be best to i deal with tho whole under the Public Works' Act. Cr Hornblow said he would withdraw his motion. Ho was glad to see tho Council in earnest about the matter. He thought now they had started they should carry tho matter right through.
Tho date on which the next rate is to be made payablo was altered from the 15tli to the iKJud of July. (SKNHIIAI,. The Clerk was instructed to publish the estimates for tho year. Accounts as presented were passed for payment. On the motion of Cr Cnllcn the Council adjourned.
