Tug Government organ praises the speech for its hopeful tone, and there is something in this because when people are unhappy they cau enjoy hope and this is pretty well all that Ministers have to offer. Men nre led to believe that if for tho present time they must starve, they will be prosperous by-and-by. There is some mason to trust that there will bo some revival of commercial prosperity in this tamntry, but it will bo handicapped by the apprehension of political interference. The Government organ approves of the large programme iutho speech, but this is its weak point. The country wants political vest,, not four months of political riot, but tho speech suggests the latter. But when our esteemed Wellington contemporary tells us that tho salient points of tho large programme have been discussed and prepared for publicity for months past, it strains our credulity, remembering as we do, that but a few days ago Mr Seddon told a deputation that he was keeping the most important measure of tho session, up his sleeve. Still, the speech as a whole will do to send Home as " Chilled meat from New Zealand."
