London, May 30, Tho County Councils in Ireland Bill has been read a second timo in the House of Commons. The election for tho vacancy for West Edinburgh caused by Viscount Woluior succeeding Earl Selbouruc, took place to-day and resulted in the return of Mr Mclvor, the Unionist candidate who defeated Mr Elibauk, Liberal, by 703 votes.
