Wc are opposed to mortgaging the Trust property for tbo purpose of acquiring a Town Hall, on the ground that Parliament would luivo to be invoked to alter the original deed of Trust, which wc do not think is in accordance with the intention of the donors of these Trust properties. Wc I are also of opinion that to mortgage the properly is a relrogressivo step—a step which judicious business men would not enter upon. To mortgage the properties would practically place them in the hands of the money-lender Wc are not opposed to a Town Hall, but think the money should come out of the Trust funds, which can bo done in a very reasonable time. Educational matters for which the Trust was formed, we will, if elected, endeavour to impartially administer for the general welfare of the town, and in accordance with the Act. T ADIES AND GENTLEMEN.JU Having again been nominated for a seat on the above Trust, I feel that it is necessary for me and due to you, that I should explain shortly, my position with regard to one or two important matters which arc likely to he brought before the Trust, A report has gained circulation that I am opposed to the project of a Town Hall for Mastortai. I wish to state that this information is not correct, lam in favour of the Trust Lands Trustees providing a Town Hall out of the revenue arising from the Trust, so long as it docs not materially iuterferc with due provision being made for tho purpose of education, but am opposod to the proposal to alter the present Act of Parliament, giving tho Trustees powor to pledge the security of the Trust for tho purposo of raising funds to build a Town Hall I amalsoinfavorof theTrusteesassisting a well-defined plan of Technical Instruction to the youth of the District, in night schools and other classes, and of continuing to assist the Library and Schools of the District. With regard to the question of a Town Hall, which is exercising the minds of the inhabitants a good deal at the present time, wo wish to say that, recognising the necessity and advantages to the town of such a build : ng, we ave prepared to ask Parliament for the power to mg debentures or raising a loan for the erection of a building which will be a lasting benefit and a permanent monument to the town, In making this explanation we desire to point out that by the pledging of the estate of the Titiat the rates of the irhabitants would not be affected in any way, We would restrict the loan (o one sufficient for erecting a Town Hall, and would bo averse b asking for general bor;owing powers.
