The Napier people aro a little too particular. A man who can run a lotalisator must bo able to read, write and cipher besides possessing general intelligence. Now, it is not every Justice of the Peace now-a-diiys who can read and write, and our Napier friends seem to be objecting to the more qualified gentlemen who sit on the bench.
