£ MONTHLY MEETING. ■ fho ordinary monthly meoting of tho Wairarapa North County Council, was held yesterday. Presenters Von Reden (Chairman), Coekburn-Hood, E. Smith, J. Stuckey, Handyside, R. Maunsoll, Groves, and Guild. MINUTES. Tho minutes of tho previous meeting, wore read and confirmed, neilson's track. Mr M. Neilson wrote in referonce to tho track being kept open on his property, beyond ono month, on the consideration that ho was allowed to take stock through the Tawataia toll, frco of charge. Tho Cbairmau explained that tho 'ytrnok was cut round a large slip on tho Irishman's hill. Cr Smith said it was a question wbjtjter the fence was not on tho roaSiino. CrMaunsellsnggestedthatin these cases, the Council might repair tho fences and pay a rental of ten per cent, on the value of the land. The Chairman said be (lid not think this could be done without the . consent of the owner, and if it came to arbitration it was a costly matter, j There was a certain consent- given by Mr Neilson to the roadman to cut a track. Tho Engineer was called, and said that the proposed new road would not bo anywhere near this track, In a few hoi'vs another track could be opened, It was resolved to reply to this effect. SLAUGHTERING LICENSE, A slaugbteringlicensewas granted to August Stempa, of Upper Plain. W JIT, lIAKF.I! ROAD. Mr P. O'Doimell asked that a culvert be placed on the Mt. Baker road.toprevent flooding his property. It was resolved to authorise the expenditure of the balance of loan for this culvert, MATAIKUXA ESTATE. The agents of the Hon C. J, Johnston reported that several blocks had been soldon the Mataikuna Estate. Held over till plans were prepared and areas fixed. o'coxxok's claim.
P. O'Connor wrote making a claim of £9 for n'ghfc of way through his paddock. Resolved that Mr O'Connor's attention be drawn to the agreement entered into to accept £2 a year, and that steps be taken to take the land under the Public Works Act. voters' MST. Mr William Day wrote asking to have his name placed on the ratepayer roll.—Granted. TKAEEIC AT XKWMAX. Mr T, Price, sawmiller, asked the Council to represent to the Government the advisability of opening the railway at Eketahunaas far as Newman for timber traffic, so as to relieve the heavy traffic on this portion of the road. It was resolved to make the representations asked for, iiy-uws. A copy of a Wheel-tyre By-law was received from the Government, which it was proposed to put into force on Government roads. The difficulty of making a suitable By-law was discussed, and it was resolved to ask the Government whether they would make this apply to County roads if they adopted tho schedule prepared by the Government. FIXAXCK. Atljttiia stage the Council went into committee to consider the Finance Committee's report. KETREXCH.MEXT. , On the motion of Cr Stnckey, seconded by Cr Groves, it was resolved that 10percent.be deducted from the staff salaries, from Ist June next. The Finance Committee's report was then adopted. EKGtXEEU's I'.tl'OßT. The Engineer's report was read. Resolved, that the Council cannot recognise any claim, from Mr Fleming, for damages. Resolved, that the attention of the Government bo drawn to the washing away of the railway embankment at Eketahuna, and that they be asked to pay for repairing ' the same. On the motion of Cr Smith, seconiM, by Cr Cockhurn-Hood it was darned to call the attention of tho Government to the amount of damage done ia tho County by the lato floods and that the Government , be asked contribute £1 for £1 on • v the cost of repairing the damage as per the Engineer's schedule. The report was then adopted, lIATIXO AREA FLAX, Resolved that a map be prepared showing the several special rating areas within tho County, including j rating areas made by Road Boards within the County, also the amount of loan raised and the location of the expenditure and the amount of rate in the £, calculated on the land valuo of 1895.
On tho motion of Cr Handyside it , was decided to employ Mr W lorns, ' to take advantage of the presence of the natives at the present Land Court, to arrange for a road through the Native Reserve at Mataikuna, CASTLKi'OINT ROAD HOARD. Resolved that the Crs for the CastlApint Riding be authorised to , corfefwifch the Cnstlepoint Road ) Board, with the view of arranging the amounts of rales to be struck by the County Council and the Road J3oard, HATING CONKKEKCE. Resolved on the motion of Cr Cockbum-Hood, seconded by Cr , Handyside that the Crs for the ' various ridings confer together and agree upon the maximum amount they will raise by rate for the year, and that the Engineer's estimates be referred back to him with instructions to make reductions that will be least detrimental to the traffic of tho various ridings, and in accordance with tho sura agreed to be raised by each riding. TRAVELLING EXPENSES, On tho motion of Cr CockbumHood seconded by Cr E, Smith, it was resolved to reduce tho travelling } expenses of Crs by 20 per cent. NEW BATED. Resolved that a General Rate ef 3-16fhbe struck; that tho fact of thereffieing no poor-rate, be shown prominently on the rate notices. Special rates:—Masterton Riding, 7-lb'd; Eketahuna Riding, 9-lGd; Wainuiorn, 5-16 d; Alfredton Outlying District, fd; Whareama Oattying District, 11-lfid; Akitio, \i ;
Alfredton Riding, 9-1 fid; Castlopoint, loft over till rioxt meeting, Tho Clerk was instructed to take steps to strike tho foregoing rates, GENERAL Resolved to ascertain what thirds have accrued on J Davis' loan for repairs to bridge on tho Moroa Road, That the Oastlepoint Road Board bo applied to for last year's rates on Burling's and Loach's properties, BRIDGES. On the motion of Cr CockburnHood, seconded by Or Smith, it was resolved that this Council desires that power be given to local bodies to strike a rate to be applied as a sinking fund for the purposo of reconstructing bridges, such rale to be applied to tho payment of interest only. The Council then rose.
