Rccekcd April 20,10A5a.m. Svdxet, April 20. It is understood that the troubl on board Hil.S. Ringarooina i owing to the doclor staling that j high officer was mentally unfit t proceed to sea. The officer placed the doctor nndc arrest. The Ringarooma's officer reporte as unfit for duty, instead of sal mitting to duty left the vessi and went onboard another warship He was brought back and place under arrest in his cabin. Admiral Bridge was commnn cated with, and ordered an onquir to bo held, the officer being provisioi ally released, meanwhile fnrfclie proceedings were to stand i abeyance till the Admiral's retur on the 28th. The ship will ho detained at leas len davs.
