The Naval Reserve.

London, March 23. In the House of Lords Lord Brassey submitted a scheme for increasing the naval reserve seamen to 50,000. Earl Spencer, First Lord of the Admiralty, in reply, said the scheme would be too costly and its success doubtful, At a later period the Government would submit its own scheme.
