Shanghai, March 0. Li Hung Chang has started for Hiroshima, iu Japan, where he will join Mr Foster, the American representative, who has been associated iu the peace negotiations. (Received, March 7,0,50 a.m.) Shanghai, March 6. It is alleged that China, is willing to make great concessions to Japan in order that the war may he brought to a close. The riots in certain parts of China, are increasing. The Japanese havo captured Liaoyang, near Moukden, and have undertaken not to blockade the Gulf of Pe-chi-li.
